WHAT IT USUALLY IS

Caching, at one of several levels.

WHERE CACHING HAPPENS

Your browser A caching plugin Server-level caching

A CDN

DNS, for address changes

WHAT TO DO IN ORDER

Load the page in a private window Clear your caching plugin Purge the CDN, if you use one Clear browser cache fully

IF IT IS RIGHT IN A PRIVATE WINDOW

Your browser cache. Clear it.

IF IT IS WRONG EVERYWHERE

A plugin or server cache. Purge it.

FOR A CDN

Purging can take a few minutes to take effect.

FOR CSS AND JAVASCRIPT CHANGES

Frequently cached most aggressively.

Some caching plugins offer versioning to force a refresh.

IF NOTHING CLEARS IT

Confirm you edited the file you think you did.

Check the document root and the active theme.

THAT LAST POINT

Editing a theme that is not active is a common and confusing error.
