The address is one factor among many, and usually not the limiting one.
WHY A NEW DEDICATED IP CAN BE WORSE
It has no history. Receiving providers treat unknown addresses cautiously, and without a warming period mail may be filtered more heavily than it was on a shared address with an established record.
THE RIGHT ORDER OF WORK
- Fix authentication.
- Send from your own domain using authenticated SMTP.
- Clean your recipient list.
- Move bulk sending to a dedicated provider.
- Only then consider whether a dedicated IP adds anything.
Most deliverability problems are resolved at step one.
