WHY EXACT DATA MATTERS

Many defects depend on specific values.

WHAT TO STATE ABOUT EXPECTATION

Why that was expected: a requirement, a convention, or an inconsistency.

WHY

Otherwise it may be a disagreement rather than a defect.
