A transport protocol built on datagrams, providing reliability, ordering and encryption itself.

WHY NOT BUILD ON THE EXISTING TRANSPORT

Changing it is impractical, because intermediate equipment interferes with anything unfamiliar.

WHAT CONNECTION MIGRATION MEANS

A connection surviving a change of address, such as moving from wireless to mobile.

WHY THAT MATTERS

Ordinarily that breaks every connection.

WHAT FASTER ESTABLISHMENT MEANS

Fewer round trips before data flows, and sometimes none for a resumed connection.

WHY THAT MATTERS MOST

On high-latency connections, round trips dominate.

WHAT HTTP/3 IS

HTTP carried over QUIC.

WHAT TO BE AWARE OF

Some networks block or degrade the datagram traffic it uses.

WHAT CLIENTS DO ABOUT THAT

Fall back to the previous version.

WHAT TO ENSURE

That fallback works, since it will be used.
