"Yes, and that means this moves" converts an argument into a prioritisation decision.

MAINTENANCE IS THE MAJORITY OF A SYSTEM'S TOTAL COST

So optimising for initial delivery at the expense of maintainability is usually wrong. And most maintenance is change, not repair.
