IF DEACTIVATING ALL DOES NOT HELP
The problem is the theme or WordPress itself.
Switch temporarily to a default theme to check.
DOING THIS ON A LIVE SITE
Disruptive. Use staging if you have it.
If you must do it live, do it at a quiet time and work quickly.
WITHOUT ADMIN ACCESS
Rename the plugins directory by FTP.
That deactivates everything and usually restores access.
Rename it back, then rename individual plugin directories.
