One business profile, with the service area defined rather than a public address, if customers come to you rather than you having a storefront.
Create pages for the main areas you serve, with genuine differences between them.
WHAT NOT TO DO
Generate a page per area with identical text and the place name substituted. Engines recognise this and it can harm you.
If you serve twenty areas, write properly about the five that matter most.
PRIORITISING
Focus on where your customers actually come from, not where you would like them to come from.
CONSISTENCY
Each location's details must be consistent across its own profile, its page, and any directory listing.
